San Jose and Santa Clara have one of the “worst” homeless problems in the nation, a recent federal survey revealed. The South Bay has the “nation’s fifth-highest homeless population,” the San Jose Mercury News reported, including the country’s highest percentage of veterans (80.6 percent) living on the streets.

Total homeless for Santa Clara county: $6,556

Total cost: $327,800,000

I think SJ city budget is on the order of $3B.  So it scales to use 10% of the city budget for < 1% the population.

It seems like the problem is the number of people working minimum wage jobs, not the lack of affordable housing.
